Response to Intervention (RtI) Defined:
According to The National Center on Response to Intervention, “Response to intervention integrates assessment and intervention within a multi-level prevention system to maximize student achievement and to reduce behavior problems. With RtI, schools identify students at risk for poor learning outcomes, monitor student progress, provide evidence-based interventions and adjust the intensity and nature of those interventions depending on a student’s responsiveness, and identify students with learning disabilities.”
The Oklahoma State Department of Education RtI Guidance Document, states “Response to Intervention is a prevention framework that involves schools:
- Providing a research-based curriculum to all students in academic and behavior areas
- Identifying students who are not meeting standards
- Planning and providing research-based interventions in a timely manner
- Monitoring student progress closely
- Intervening at increasingly intensive levels if students do not progress toward achievement standards
OSDE has also recommended a three-tiered framework of assessment and intervention support.
Three-Tier Model of Student Intervention
The RtI model’s implementation is school-wide, affecting students in both general and special education settings. It is provided through a three-tiered model of student intervention, with a focus on early intervention. This model consists of three separate levels of intervention. Each tier involves a specific level of intervention intensity and if a student is not making sufficient gains within a particular tier, he or she may progress to a tier with increased intervention intensity. The tiers are described in detail later in this plan.
Local Education Agency (LEA) Framework
Based upon options provided in IDEA 2004 Claremore Public Schools has decided to shift to a Response to Intervention approach. Claremore Public Schools uses the RtI model as it was conceptualized in the literature (Fuchs, Fuchs, & Speece, 2002; Vaughn & Fuchs, 2003)—as a three-tiered intervention system.
